Broadband Funding Opportunities

Grant Writing, Engineering and Planning Program (GWEP)

​The Office of Broadband Access and Expansion (OBAE) will award financial assistance grants to aid Tribal governments and local governmental units in procuring grant writing, engineering, and/or planning assistance to help identify community broadband needs and to support applying for other funding sources for broadband-related projects.

Broadband Equity Access and Deployment (BEAD)

To support Internet for All efforts statewide, New Mexico is drafting a state Five-Year Action Plan based on extensive data collection and stakeholder engagement. New Mexico will also develop an "Initial Proposal" to submit to NTIA for review and approval. The Initial Proposal will include detailed plans for how the New Mexico Office of Broadband Access and Expansion will structure and conduct a rigorous grant-making effort to maximize the allocation of $675 million in federal BEAD infrastructure funding in order to get broadband infrastructure to unserved parts of the State.

Tribal Broadband Connectivity Program (TBCP)
​

The TBCP is a program administered by NTIA, a division of the U.S. Department of Commerce. It was established to address the digital divide in tribal lands by providing funding for broadband infrastructure deployment, digital inclusion efforts, and telecommunications access.

National Digital Navigator Corps (NDNC)
​

The NDNC is administered by the National Digital Inclusion Alliance. The funding is being used to build and advance local digital inclusion work and to strengthen the digital equity model in rural and Tribal communities, in partnership with AMERIND Critical Infrastructure .

Enabling Middle Mile Broadband Infrastructure (EMMBI)

The "Middle Mile" program is a program administered by NTIA, a division of the U.S. Department of Commerce. This initiative, is designed to lower the expenses associated with extending high-speed internet access to communities that currently lack adequate connectivity.

Affordable Connectivity Outreach Grants
​

The FCC announced target funding allocations for two Affordable Connectivity Outreach Grant Programs: 
  • National Competitive Outreach Program (NCOP)
  • Tribal Competitive Outreach Program (TCOP)
This program provides qualifying low-income households discounts on broadband service and connected devices.

Connecting Minority Communities Pilot (CMC)

The CMC is a program administered by NTIA, a division of the U.S. Department of Commerce. This initiative, is designed for Historically Black Colleges and Universities (HBCUs), Tribal Colleges and Universities (TCUs), and Minority-Serving Institutions (MSIs) for the purchase of broadband internet access service  equipment, or development of technology personnel.

The New Mexico Broadband Equity Fund

Hosted by Groundworks New Mexico, the New Mexico Broadband Collective was established in March 2021 to address this lack of connectivity, recognizing the necessity of a statewide approach to coordinate efforts to ensuring high-speed broadband connectivity for all residents of New Mexico.

ReConnect Loan and Grant Program

The ReConnect Loan and Grant Program is administered by the U.S. Department of Agriculture. Its goal aims to furnish loans and grants to provide funds for the costs of construction, improvement, or acquisition of facilities and equipment needed to provide broadband service in eligible rural areas. The application window is now closed.

RDOF is a program administered by the FCC, to address the digital divide by providing broadband access to underserved and unserved rural communities. It involves a series of auctions, including Auction 904, to award funds for expanding broadband access.

NTIA Investing for Internet for All Dashboard

Information related to federal investments for high-speed Internet can be found on a new dashboard from the Department of Commerce’s National Telecommunications and Information Administration (NTIA). The dashboard was released alongside two new related reports from NTIA. ​The dashboard that was released in May 2023 and includes spending data from 13 agencies across 98 federal high-speed Internet programs, includes tribal broadband funding and data by federal programs at the state level, and classifies funding by whether it is appropriated, obligated or outlaid.
