The New Mexico Tribal Broadband Convening is part of a multi-year effort to support internet for all in rural New Mexico.   The first took place September 12, 2022, at Hotel Andaluz,  in Albuquerque, New Mexico, and will focus on funding opportunities, data and mapping requirements, and building a broadband network to provide high-speed affordable internet offerings in your tribal community. This convening is reserved for tribal leaders and their designated staff only. We are hopeful to include as many IT staff and other tribal broadband teams as possible. Due to limited seating, consultants and vendors cannot be accommodated at this time. For attendees driving more than a 60-mile radius of Albuquerque, complimentary lodging was available on Sunday, September 11, 2022, at Hotel Andaluz in downtown Albuquerque.

Mapping

Benchmark data gathered from multiple federal sources has been compiled into geospatial data displays. Although these maps were drafted by EDAC for tribes in the state of New Mexico in September 2022 and were compiled using nationally-recognized, "authoritative" data, we expect these maps may NOT be 100 percent accurate, yet have been included to provide a benchmark "snapshot" of the FCC's view of our communities, so we may actively challenge the data in order to increase eligibility for future funding opportunities at both the federal and state levels. We encourage Tribal communities to access and explore the state data maps for inaccuracies and opportunities for challenging the federal location data "fabric."

The Fabric license is free and Government Entities and ISPs should register to access the FCC Fabric. Tribal owned telcos should request the Tribal version of the license agreement from the FCC’s vendor CostQuest.
Tribal governments with tribally-operated ISPs should register as a Tribal ISP.
 The FCC is available to set up a video call to assist with the process and answer any questions. To request one-on-one support please send an email to [email protected].

NM DoIT Interactive Data Mapping
NM Pilot Grant Interactive Broadband Maps
The New Mexico Pilot Grant opened in August 2022 and will accept proposals in three waves: September 23, 2022; December 9, 2022; and February 27, 2023. The New Mexico Pilot Grant Interactive Broadband Map delineates unserved and undeserved areas. Areas not designated as unserved or underserved may still be eligible for funding if applicants can provide fact-based evidence that the proposed funded service area meet the Pilot Program’s definition of unserved or underserved. The February 28th Convening at Inn of the Mountain Gods was a valuable opportunity for stakeholders to meet and receive updates on pertinent technical, legislative, and funding on broadband. Attendees included Tribal Leaders, personnel from IT, Broadband, and Education sectors, fostering a collaborative environment conducive to addressing key issues impacting tribal communities. The convening is part of a multi-year effort to support internet for all in rural New Mexico and for tribal members in New Mexico on behalf of the New Mexico Office of Broadband Access and Expansion (OBAE) and the Connect New Mexico Council.

Pueblo Mapping Working Session December 2022

The purpose of this session is to provide onsite technical assistance to the staff responsible for submitting mapping challenges to the FCC. The accuracy of the maps and documenting the need in the Pueblos will ultimately determine future funding.
​

Who should attend: Pueblo GIS, IT, Housing Personnel or staff responsible for the FCC data mapping. Each participating Pueblo should bring at least one laptop as GIS personnel support will be onsite to help each Pueblo with their maps.

Over the last seven years, she has secured $108 million in funding across education, workforce development, and social impact, including $13 million for digital equity. With 25 years of experience Dr. Carr-Jordan has pioneered large-scale, multi-sector initiatives addressing systemic inequities through human-centered design and technology. Her portfolio includes work with NASA, NSF, USAID, the UN, and the World Bank. A seasoned policy coauthor and board member, Erin drives research and innovation to create lasting, scalable impact. She holds degrees in Broadcasting, Human Development, and Educational Psychology from ASU and an executive certificate in organizational leadership from MIT.

WHAT IS Digital Equity?
​​What is Digital Equity?
Digital Equity is the condition in which internet access, affordability, and the ability to use digital technologies to reach important goals is possible for everyone.  This means everyone is equally able to benefit from the educational, economic, employment, and health opportunities that the internet provides. New Mexico State Legislature defines Digital Equity in House Bill 10.
WHAT LIMITS DIGITAL EQUITY?
What Limits Digital Equity?
Digital Equity is limited by a range of barriers that prevent people from having home internet service, acquiring quality devices, gaining the skills they need, or having access to technical assistance. These barriers may be related to larger socioeconomic factors or may be a consequence of location, language, and physical abilities.  These limits to Digital Equity create a division between those who experience equitable conditions and those who do not. This division is referred to as the “Digital Divide.”
WHAT ADVANCES DIGITAL EQUITY?
What Advances Digital Equity?
Digital Equity is advanced through the practices, policies, and programs of that make it possible for everyone to operate under digitally equitable conditions. Together, these activities are referred to as “Digital Inclusion.” Digital Inclusion activities include providing low-cost device and internet service plans as well as free and locally available training and IT support in accessible and inclusive locations.

To increase Digital Inclusion activities and achieve Digital Equity, New Mexico is creating a state Digital Equity Plan.
The plan will develop and implement the Digital Inclusion actions needed across the state ​to make Digital Equity for all New Mexicans a reality.

​The 3rd Connect New Mexico Council Digital Readiness and Adoption Working Group's annual Abierta Summit to share best practices and explore resources to address the digital needs of New Mexicans and ensure all citizens have the skills and tools they need to  access the educational, economic, employment, and health opportunities that the internet provides.​ The event is free but pre-registration is required

ABIERTA = "Acceso a Banda ancha e Internet para Educación, Recursos, Tecnología y Aprendizaje."  The word Abierta means “Open" in Spanish. The acronym A.B.I.E.R.T.A. translates from Spanish into English as "Access to Broadband and Internet for Education, Resources, Technology, and Learning."
