The National Digital Inclusion Alliance (NDIA) community worked together to define the concept of “Digital Inclusion Ecosystem.” A Digital Inclusion Ecosystem is "a combination of programs and policies that meet a geographic community’s unique and diverse needs. Coordinating entities work together in an ecosystem to address all aspects of the digital divide, including affordable broadband, devices, and skills."
Indicators of a strong Digital Inclusion Ecosystem:

- Multilingual digital literacy and digital skill trainings that meet the community’s needs
- Hardware and software technical support
- Digital navigation services to guide residents to the above services
- Collaboration: Entities providing local digital inclusion services, policymakers, advocates, social service providers and community leaders co-create solutions in partnership with the community.

This program furnishes loans and grants to provide funds for the costs of construction, improvement, and/or acquisition of facilities and equipment needed to provide broadband service to eligible rural areas.The USDA's Broadband ReConnect Program new rules dramatically expand eligibility and effectively redefine broadband. Entities that can apply for ReConnect assistance include corporations, limited liability companies/partnerships, cooperative or mutual organizations, states/local governments including agency/subdivision/instrumentality/political subdivision, and Tribal (as defined in Section 4 of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 450b).

With the designated funding, NTIA is developing the Tribal Broadband Connectivity Program (TBCP), a $1 billion program directed to tribal governments to be used for broadband deployment on tribal lands, as well as for telehealth, distance learning, broadband affordability, and digital inclusion. Entities eligible for TBCP grants include tribal governments, tribal organizations, TCUs, the Native Hawaiian Community, and Native Corporations.

The USDA manages many loan and grant programs that Tribal nations can take advantage of to expand broadband access. One of these programs is called ReConnect. In past years, this program has given out loans and grants, but this program will only distribute grants in 2021.
