To ensure that the challenge process is transparent and open to public and stakeholder scrutiny, OBAE will publicly post an overview of the challenge process phases, challenge timelines, and instructions on how to submit and rebut a challenge. This documentation will be posted publicly here at

for at least a week prior to opening the challenge submission window. OBAE also plans to actively inform all units of local government of its challenge process and set up regular touchpoints to address any comments, questions, or concerns from local governments, nonprofit organizations, and internet service providers.
