Beatriz Palacios Abad is an Assistant Professor of Computer Science at the University of New Mexico (UNM), where she leads the Resilient, Digital & Emerging Systems (redes) Lab. Her research sits at the intersection of networking, policy, and human-centered computing, with a focus on measuring Internet access and quality of coverage in underserved rural and tribal communities across the United States. Through participatory, community-based approaches and open-source tools, her work supports community organizing and self-advocacy in the pursuit of digital inclusion. She received her PhD in Computer Science from Georgia Tech and her BS in Computer Science, with a minor in Fine Arts, from UNM
Jeffrey Lopez was appointed by the Governor of New Mexico in 2025 to serve as Director of the New Mexico Office of Broadband Access and Expansion (OBAE). Lopez brings extensive federal policy and infrastructure expertise to his leadership role and is committed to advancing the state’s digital connectivity agenda. Prior to this appointment, Lopez served as senior policy advisor and state staff to U.S. Senator Ben Ray Luján. Lopez managed the senator’s role as Chairman of the Subcommittee on Communications, Media, and Broadband and worked directly on legislation that created the federal Broadband Equity Access and Deployment Act (BEAD), through which New Mexico is slated to receive $675 million to connect unserved and underserved households across the state.
Jennifer Nevarez serves on the New Mexico Broadband Support Team for the New Mexico Office of Broadband Access and Expansion (OBAE) and is co-founder of the Community Learning Network (CLN), an educational nonprofit dedicated to “building stronger communities through real-life learning.” A certificated educator and alumni of both Georgetown University in Washington, D.C., and the University of Southern California in Los Angeles, CA, she is a recipient of the New Mexico Technology Council’s Women In Technology Award, was invited to serve on the Dallas Federal Reserve Digital Inclusion Advisory Committee, and co-hosted launch of Santa Fe’s Tech Task Force and the Internet Society’s initial international Indigenous Connectivity Summit in Santa Fe. She has been instrumental in tech education and workforce development and is committed to empowering community members of all ages to use the technology and the Internet meaningfully and safely.
