Connectivity to Declared Disaster Areas
​
The stated purpose of the ARPA-funded Connectivity to Declared Disaster Areas is to bridge the digital divide and foster socio-economic progress by providing infrastructure grants for broadband deployment to unserved and underserved communities in New Mexico impacted by environmental disasters, including wildfires and floods.

​ Notice of Funding Opportunity (NOFO):
  • This Notice of Funding Opportunity (“NOFO”) formally establishes the funding availability for the Connectivity to Declared Disaster Areas. 
  • The NOFO sets forth the program purpose, program eligibility factors (e.g., project types, service areas, entities), allowable expenditures, key performance requirements (e.g., network performance, service offerings, etc.), evaluation criteria, and compliance requirements.

Application:
  • The application is divided into 15 sections and includes 10 required attachments. Each section contains several questions.  
  • The application will be filed electronically through Submittable. The Submittable in-take system opens on January 27, 2025. 
  • The closing date for application submission is March 21, 2025 (11:59 pm MT).

Eligible Areas and Locations:
  • Involves those geographic areas where Governor Michelle Lujan Grisham has issued an Executive Order to declare a disaster during the 2022-2024 time period. There have been 35 such Executive Orders issued. 
  • The eligible BSLs are those unserved and underserved locations that reside in declared disaster areas. These locations and areas are identified on the following map:

Funding Opportunity Timeline:​
  • January 27, 2025 - Application portal opens
  • March 21, 2025 - Application due by 11:59 pm MT
